Pro-active planning for wind energy areas in North Vidzeme Biosphere Reserve, in Latvia
The North Vidzeme Biosphere Reserve area is an important biodiversity and cultural heritage site, and due to the elevated average wind speed also quite suitable wind farm siting. The development of the wind farm is to be associated with the effective protection of the biosphere reserve. This difficult challenge can be beaten off with the adoption of a Landscape Ecological Plan (LEP), that maps the territory with wind energy zones, and identify suitable areas for wind siting. Transparency in the methodology should allow stakeholders to agree on the criteria adopted. The LEP also serves some other relevant functions, such as: ensuring the preservation of the nature value and environmental quality, promoting the construction of unconventional landscape elements while preserving environmental and cultural heritage, generating income for local people, preserving the habitat and maintaining the traditional land management while increasing the employment.
